Hello! I have seen a couple of posts here about not being able to receive verification code on the phone. It happened to me too last week. 

What I ended up is to find my backup code, which was randomly generated and given to me by the online account system when I created my account. I entered it in the same text field that I usually use to enter the verification code sent to my phone. After you enter and submit, from there, the USCIS website will jump to a new page where you can select other ways to do the 2-step verification. I switched mine to email verification. After doing that, I was able to receive verification code from my email and log into my account successfully. The USCIS online system also generated a new back up code for me.

I hope this post may help someone who has troubles logging in if you also happen to have written down the backup code.
