NVC Ceac does anyone know if you need to submit translated civil documents to the NVC?
I know it say you do but also if you read the upload civil documents step 7 on there website it says. Please note that all documents not written in English, or in the official language of the country from which you are applying, must be accompanied by certified translations. The translation must include a statement signed by the translator stating that: The translation is accurate, and The translator is competent to translate so I'm understanding that if the documents I'm uploading are in my countrys language I don't need to translate them?

You need to translate everything official language the of the country from which you applying - that would be if you apply in your home country in the US Embassy I assume than you won't have to translate because they can handle it if you are applying from US like Adjustment of status or similar than all of them need to be translated by official translator
