most of the people applied in Nebraska with Q1FY24 pd are still waiting. I guess they put those in low priority since they are not going to be current until oct25 at least

also in recent months we had the pp and filing fee increase, so many people have rushed to avoid paying more money. I guess they have a lot of pp application to prioritize right now
