Hello Lawfully Family. Does anyone know if a Permanent Resident can file I-130 and I-485 together for a minor on an overstayed visa?

Iām a permanent resident but will I be able to file for a spouse or unmarried child under 21? I see that visas for F2A are current so Iām wondering if I could file concurrently
