You can file a new i485J at anytime I believe (or only keep it with you ans not file at all unless asked), after you cross the 180 days pending for your I485. Also, I dont think your current HR has to sign anything on the i485J. if you’re porting to a new job, you need the new employer to sign.

485J can be filed very easily . it’s a 7 page document and a lawyer can help file for it. it’s under $500 cost if you go with a lawyer . however the catch is your employer does need to sign a portion just to confirm your position and other job related details . consult a reputed employment based immigration lawyer in your city .

Just find another company if you can't get them to sign. Filling out i-485j is similar to regular i-485. You don't really need BDV in this at all. But there is no way you can file it and expect no RFE or interview, especially under new administration. Good luck.
